Can this continue to heal a minion/hero if they are already at full health, this wasting some of the healing?

If it was a 2/2 body, it would be a decent arena card. One health seems to be too weak to play in any format, in my opinion, especially if you miss your 1-drop and only have this in your hand to play on turn 2.

Right? I think Mage needs three more new ones first.
