The most success I’ve had is by dropping multiple threats on board, like harpy and shade-quill, and in some instances I end up with mega wind fury harpy and in others I end up with a 28 attack shade-quill. The deck is fast enough to get the combo pieces but the set up involved in getting mega-windfury off is more of a hassle than it’s worth.
I’m tinkering with the idea of using joybuzz to get the elemental to cost 1, or the totem possibly, but I don’t have the dust to craft so it’s more of a theory at this point.
If you have any ideas or improvements I’d love to see a deck really take advantage of whirlwind tempest. Other classes I wanted to try were Druid, for dream petal florist (the card that reduces cost by 7) but I don’t see an OTK there, or shaman to give minions windfury either by spell or minion.
