I think this card will be insane in arena, when both player only has 1 card in hand, this card can be a game-changer.

There is a reason why there are some questionable card choices. tbh most of the decks are tier 2, you are not gonna get 16 tier 1 decks with just 1600 dust and I’m pretty sure blizzard doesn’t want all their players to use whizbang, they can’t get any money if this happens.
