I think lowering cost will make people play arena more.

Or having an event for arena (e.g. 2 class arena) we already have this format why not make it possible every now and then and add more spice to it.

I think -1 Volcano should do since you’re going on Mid-range route you shouldn’t need 2 volcanoes in your deck.
