It’s very likely to be an expansion, they have a third one scheduled for this year.

They purchased A domain, doesn’t mean it was the one for this particular expansion. I doubt Blizzard would call out the expansion name in the first teaser.

I’m guessing there’s going to be more postcards displaying different locations. Gadgetzan will likely be a piece of the expansion, but not the main theme.
