90 class cards and 45 neutrals. I don’t include every blank card in neutrals because it’s unnecessary, and we are never sure exactly how the rarities will break out.

No, it would still only pull Wild exclusive legendaries. If it was just “add a legendary” it could be stuff from Standard as well.
