I have actually built something similarly and i am going 6-0 currently in the brawlesium event. The main gameplan is to finish the quest by turn 5-6 and then control the board and get absurd amounts of value and you can often tutor zephyrus with witchwood piper. And a lot of lists play only 6 or less duplicates of cards if they are playing mlre of a control game so I actually they payoff is there.

One of the best things with this kind of deck is that your opponent at first thinks it’s an original quest shaman so you could later surprise them with Zephrys because they often don’t play around it.
It is a 100% absurd, a class without a Singleton Hero, building around that shitty Zephrys!
In a Control Deck like Shamy, you will always need your 2nd copy of your great spells. This Deck will never even go Tier 3!
Control shaman will be viable, dont know if the higlander approach is worth in shaman with only 1 highlander card…
Also, quest and Hagatha? you cant afford both, you will always try to complete quest, and its a waste to get hagatha after
I see the quest as a temporary hero power to keep control and get extra triggers on Shudderwock. In the late game you could also get with the hero power a double board clear of 6 damage with Hagatha and then later gain more spells to your hand instead of double battlecry. More spells will help king phaoris to fill the board with minions which could be great in the late game.
