Pretty sure it’s because Rank 3+ (as far as I’ve noticed) is flooded with Odd Paladins and Fireflies/Argent Squires are really good to deal with the Silver Hand Recruit spamming. That’s just my guess, I’m no Hunter player and therefore can’t give you a 100% correct answer for this. 🙂
