These are the best cards to keep in the mulligan according to win-rate on hsreplay.com.

Big Druid is one of the most popular and cheap decks at the start of Ashes of Outland that highlights the main strength of druid, ramp. The deck utilizes great ramp spells such as Overgrowth and Breath of Dreams to play out larger creatures that overwhelm the opponent. Doubly the deck runs Strength in Numbers to cheat out a creature from your deck and that feels so good when the Scrapyard Colossus gets pulled.

Upgrades include:

There are many different legendaries being splashed into this list for upgrades but there are some I recommend over others. Before getting into recommending the upgrades I believe you could run either the Evasive Wyrm or the Twin Tyrant and be fine. Some recommend the Twin Tyrant because of its battlecry, but sometimes it doesn’t line up well and if it’s pulled out of the deck by Strength in Numbers then the battlecry is wasted. Evasive Wyrm can hit the board and make an impact both from hand and deck. More so this is personal preference than anything else.

First I recommend Alexstrasza for an Evasive Wyrm or Twin Tyrant. This is a neutral legendary from the classic set that is easily top 10 legendaries to have. Must craft for any collection.

Second I recommend Frizz Kindleroost as the second major legendary for either an Evasive Wyrm or a Twin Tyrant. It’s a strong legendary that goes into both Hunter and Mage decks as well.

Other viable options are Ysera, Unleashed for late-game board rebuilds, or Siamat although I don’t recommend this one. For the most part, Siamat has been pulled from all lists because of the importance of Strength in Numbers. If he is pulled from the deck it just feels bad.

I’m also aware so people haven’t played the solo adventure to unlock those cards because of price. So if you plan to do upgrades sub-out the Winged Guardian for the legendaries I mentioned above. If you aren’t doing upgrade then Big Ol' Whelp is a decent replacement.
