I think using this with the combination of Wildfire and Reckless is good, especially for when you want to use FIre Eye.
I think even just Wildfire as it is, this spell is going to be nice, just being able to constantly deal 2 to 3 damage, much like shadow priest, so I think this will get 4 Stars.
It`s mage spell, so it probably would discovered/gained through RNG effects.
may see play in even mage, might be slightly too slow.
Insanely good I believe.
