This sees play in murloc warlock regardless, but it is entirely dependent on effective token effects for how “insane” it can be since you don’t want to have to REALLY play a bunch of murlocs to get the buff.
If warlock gets a lost in the jungle or alleycat style card this is probably one of the most insane highrolls in the same vein as prenerf imprisoned scrap imp except you can play the buffed minions on turn 3 (or turn 2 if Tinyfin sticks around).
Worth just saying AT WORST it is a 2 mana Smuggler’s Run with nothing on board, which is definitely not good, but it does mean that it scales incredibly hard off like Tidehunter giving +3/+3.
Warlock does card draw, always seemed a natural fit to the aggro murloc tactic.

I’m not sure of this, because you need cards in hand AND murlocs on board at the same time! and also pay 2 mana for the buff… This is really hard to evaluate but on average you give +2/+2 or +3/+3 to 2 or 3 murlocs on hand, maybe good enough idk. 3/5.
this is op. you can stack 10 cards to turn 4 play 3 murlocs on 4 and coin this, there you have it; 5 murlocs +4+4.
