These are generally the cards you want to keep/mulligan for at the beginning of each match.
Here is a pretty generally layout for a budget mid range dragon warrior that uses a mix of dragon tribal and value generating cards. A few of the new cards featured in the decklist are: Devastate, Saronite Taskmaster, Dragon Roar, Firetree Witchdoctor, and Dragonmaw Scorcher from the Rastakhan Rumble expansion. The total cost of the deck is only 1400 dust, just under the 1500 mark.
